David Rebuck, the former longtime director of the New Jersey Division of Gaming Enforcement (NJDGE), has joined Integrity Compliance 360 (IC360) as a special advisor, the company announced on Tuesday.

As noted in a press release, Rebuck enjoyed a notably momentous tenure after taking the reins of the NJDGE in 2011, overseeing both the launch of internet gaming in 2013 and sports betting after PASPA was overturned by the U.S. Supreme Court in 2018. Among states which have legalized these forms of gambling, New Jersey was a first adopter and was central to the legal maneuvering that led to PASPA's repeal.

“We are thrilled to welcome David Rebuck as a Special Advisor to IC360,” Eric Frank, president of IC360, said in the release. “The Director’s efforts in transforming New Jersey’s gaming industry, especially in internet gaming and sports wagering, makes him an invaluable resource for the company and our clients. His deep regulatory expertise and forward-thinking approach will help IC360 continue to navigate the evolving landscape of gaming compliance.”

"Having been on the regulatory side, I understand the challenges and complexities the industry faces," said Rebuck, whose role will involve providing strategic guidance on compliance matters. "IC360’s mission to ensure compliance while supporting innovation is crucial for the industry’s continued growth, and I look forward to contributing my knowledge and experience to help navigate this complex landscape.”

Rapid Growth Amid CEO’s resignation

Founded by Matthew Holt as U.S. Integrity, IC360 has evolved into a full-service supplier over the past year, beefing up its compliance, geolocation and educational arms alongside its legacy integrity monitoring business.

In the geolocation space, IC360 is partnering with Radar, while for its educational component, it hired a trio of key employees away from sector-leading EPIC Global Solutions.

The growth has not come without turbulence, however, as Holt quietly resigned as CEO this past summer.
